The Parish Council is delighted to report that our Neighbourhood Plan has won a further prestigious accolade – this time at the RTPI’s National Awards for Planning Excellence.
Our NDP is described as a “community-led plan that provides a route to a sustainable future for Holme-next-the-Sea, a small parish in the Norfolk Coast AONB. Holme faces significant and complex challenges. The resident population is under severe pressure from external competition in the housing market and the natural and built environments face threats from climate change and sea level rise. Traffic, pollution, noise and declining biodiversity are all linked to these trends and mounting visitor pressure jeopardises the environment which underpins the tourist-based economy. An innovative, zone-based approach that recognises the importance of natural capital and ecosystem services offers a solution“.
Competing against nine exceptional projects all backed by significant resources and large consultancy teams our plan came second only to the City of York Housing Delivery Programme which also won the Silver Jubilee Cup for overall winner in all categories. The competition was judged by some 30 planning professionals from across the UK. Our Neighbourhood Plan is a community effort and everybody who contributed can be proud of this recognition. To reach the finals at all was a massive achievement and to win this award is truly remarkable.
The City of York certainly were worthy winners and although in a very different situation to our small Parish, their journey tells an interesting story. Frustrated by an inability to get homes that meet the needs of local people they took the development and construction process into their own hands. Their programme has involved acquisition of development sites, extensive and detailed community consultation on the types of housing needed and construction of appropriate homes to Passivhaus standards for mixed and inclusive communities. The Programme is delivering 600 new homes which are already making a positive contribution to society and the environment and demonstrate how the UN’s Sustainable Development Goals can be achieved in practice.
The Parish Council is delighted to report that our Neighbourhood Plan has been shortlisted in the finals of the RTPI’s National Awards for Planning Excellence.
It will compete against nine other top class plans all seeking to win the award for ‘Excellence in Plan Making Practice’.
The competition is formidable with the NDP pitched against large scale projects completed by professional, multidisciplinary teams. Topics range from regeneration of the Baltic Triangle in Liverpool through redesign of Edinburgh City Centre to the Clyst Valley Regional Park Masterplan in East Devon. Whatever the outcome our community can be proud to have created a plan that shares a high profile public platform with such outstanding company.
The awards ceremony will take place at London’s Mermaid Theatre on 30th of November. A small group will be there to represent the PC and the NDP team.

The Parish Council is delighted to report that our Neighbourhood Plan has won the prestigious award for ‘Best Plan’ in the RTPI’s awards for Planning Excellence in the East of England. Our NDP will now go forward to the RTPI’s national finals which will be held in London in November.
The Parish Council is delighted to learn that our Neighbourhood Plan has been shortlisted for a prestigious “Award for Planning Excellence” by the Royal Town Planning Institute in the East of England.
The awards highlight “exceptional examples of how planning and planners have a positive impact on our quality of life in creating exceptional places and protecting our environment”. There are three candidates on the shortlist for ‘Best Plan’. The competition is formidable with the other two having been prepared by teams of professional planners from consortia of local authorities in Cambridgeshire and Essex. Whatever the outcome this is a tremendous achievement for the Parish and demonstrates how a small community can successfully engage with the planning system to achieve a shared vision for its future – so a big thankyou and congratulations to everybody who attended our many consultation events and contributed ideas for the development of our Neighbourhood Plan.
The winner will be announced at an RTPI awards ceremony at Hylands Hall in Chelmsford at the end of June.
The Neighbourhood Plan has now been made by the Borough Council and came into force on 27 July 2021. It is now being actively used to help make planning decisions in the Parish. A huge thankyou to the very many people who have contributed to its preparation.
In the referendum held on the 22nd July parishioners voted emphatically in support of the Neighbourhood Plan. 118 votes were cast in favour of the Plan (~90%) being used by the Borough Council to assist in determining planning applications. Only 14 votes (~10%) were cast against. A whopping 61% of the electorate voted which is twice the average in an NDP referendum and exceeded all expectations.
The Plan will now go forward to be made by the Borough Council.
The result gives the Parish Council a very strong mandate to take forward the NDP policies and work towards the community’s shared vision of how Holme will develop up to 2036.
A big thank you to all those of you who voted to support the Neighbourhood Plan and special thanks to all those who contributed their help and ideas throughout the plan development process.
Unfortunately the progress of the plan to referendum has been badly delayed by the Covid-19 situation and it was only in May 2021 that the Borough Council could once again make arrangements for local elections and referenda to take place.
The date for the referendum has now been set for 22 July 2021. Voting will take place at the Village Hall unless you have opted to vote by post or by proxy. All those entitled to vote in local elections will also be entitled to vote in the referendum. Polling cards will be distributed as for local elections.
Voters will be asked the following question to which a Yes or No answer will be sought:
Do you want the Borough Council of King’s Lynn and West Norfolk to use the Neighbourhood Plan for Holme-Next-The-Sea to help it decide planning applications in the Neighbourhood Area?
If more than 50% of those voting are in favour, the Neighbourhood Plan will become part of the Local Development Framework for Kings Lynn and West Norfolk and the policies it contains will be used in the determination of planning applications.
